Valley View has formalized a program that is entitled “Corporate Compliance”. In the past, our retirement communities have had a large number of policies, procedures, and practices designed to ensure that the activities of our employees and the nursing home were in full compliance with relevant laws, standards, and federal reimbursement guidelines.
We conduct an annual financial audit through an external accounting firm, and we utilize the services of a respected legal counsel to advise use on our various business and patient care activities, and our board of directors reviews facility operations with our chief executive officer. The institution also maintains a policy on patients rights, clinical ethics, and business ethics.
Unfortunately, there are many laws and regulations affecting the health care system. Coupled with the very complex reimbursement policies established by insurance companies, Medicare and Medicaid, operating this health care institution is more complex than ever before.
Valley View Haven is dedicated to compliance with laws, regulations, and the requirements of federal, state and private payer plans with which we work – as well as to the highest standards of professional responsibility. This Compliance Policy is established to provide standards for all Board members, employees and agents, with the specific intent of identifying and correcting actions that may be considered fraudulent or abusive, and to aid in the realization of the highest standards of integrity and quality service to our residents.
The Board of Directors and Administration of Valley View Haven hereby establish this corporate code of conduct for the purpose of guiding the actions of management, employees, agents, and contractors in the provision of quality care to the residents of our retirement community.
- Valley View Haven’s mission is to provide a continuum of quality residential and long-term care services to our residents in a manner demonstrating Christian love and compassion. Our residents and their families are the reason that our organization and facilities exist, and can continue to operate.
- We are committed to establishing and maintaining to the degree possible, the highest practicable physical, mental, and psychosocial well being of each resident.
- We are committed to treating all residents and their family members with dignity and respect, always honoring their rights and needs.
- We are committed to ethical conduct. We will exercise good faith, honesty, and integrity in providing our services and conducting the affairs of the retirement community.
- We are committed to adhering to both the spirit and letter of applicable federal, state, and local laws and regulations, as well as external and internal policies that govern our operations. All Board members, employees, agents and contractors at every level in our organization are expected to comply with all applicable laws, regulations, and policies.
- We are committed to excellence. Board members, employees, and all organizations and individuals with which we interact are expected to seek excellence and improved performance with every action they take.
- Board members, employees, and agents shall avoid any activity that conflicts with the interests of Valley View Haven. They should try to avoid even the appearance of an impropriety.
- All Board members, employees, and agents shall show proper respect and consideration for each other, regardless of position or station. Discriminatory treatment, harassment, abuse or intimidation will not be tolerated.
- Valley View Haven is committed to protecting its residents’ rights to personal privacy and confidentiality of their personal and clinical records. Employees, agents, and volunteers are prohibited from using or disclosing a residents’ health information except as permitted by law.
All Board members, employees, agents and all organizations affiliated with Valley View Haven are expected to personally commit to the principles and values outlined in this code of conduct.
This Compliance Policy is part of our organization’s overall Compliance Program. The Program follows the guidelines issued by the U.S. Sentencing Commission and the Department of Health and Human Services Officer of Inspector General.
The Compliance Program is under the oversight of the Compliance Officer who has been appointed by the Board of Directors. An interdisciplinary Compliance Team has been appointed to advise and assist the Compliance Officer in the implementation and operation of the Compliance Program.
In carrying out the Compliance Program, the Compliance Officer, David Wingard, with the aid of the Compliance Team and outside contractors will conduct activities to audit and monitor our billing practices and compliance with regulatory requirements. The Compliance Officer will also promptly investigate reports of compliance violations and initiate corrective action. The Compliance Officer makes regular reports of compliance auditing and monitoring and investigations to the Executive Director and the Board of Directors.
